In 2010, 450,000 civil servants in all districts and counties in Beijing took the lead in initiating reforms in public-funded medical insurance and incorporated medical insurance for employees. From January 1 this year onwards, public-funded medical care for Beijing's 220,000 civil servants was fully included in the medical insurance of employees and the reforms were completed.

Not long ago, the media reported that of the 1 million public medical staff in Beijing, about 330,000 people at the central government level did not initiate reforms, and this has become the last "tough battle" in Beijing's public health reforms.

Zhang Dafa introduced that this year the Beijing Municipal Humanities and Social Affairs Bureau will initiate the design of the central government-level public health care reform, and plans to officially launch the central level public-funded medical care into the reform of employee medical insurance next year.

When public medical insurance is included in the medical insurance, Zhang Dafa thinks that there are two advantages. First, medical insurance can be settled immediately by holding a social security card, and medical expenses do not need to be paid. Second, public medical personnel can only go to designated one or two hospitals to participate in the medical service to maintain social security.
